CARACAS, Venezuela (AP) ? A huge explosion rocked Venezuela's biggest oil refinery and unleashed a ferocious fire on Saturday, killing at least 26 people and injuring more than 80 others in one of the deadliest disasters ever to hit the country's key oil industry.

Balls of fire rose over the Amuay refinery, among the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet domestic needs as well as its export commitments.

The explosion shattered walls of nearby shops, ripped out windows from homes and left the surrounding streets covered with rubble and twisted scraps of metal.

President Hugo Chavez declared three days of mourning and ordered an investigation to determine the cause of the explosion. "This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."

In a neighborhood next to the refinery, shopkeeper Yolimar Romero said she was at her computer when a shock wave swept over the area shortly after 1 a.m.

"At that instant, the whole house shook as if it were an earthquake," she said. "The windows went flying off with their frames and everything."

Electricity was knocked out, leaving Romero in the dark and her house filled with smoke. She found a flashlight and started looking for her husband and three children.

Outside on the street, the family saw scattered hunks of brick walls and ruins of a National Guard post and about 20 other homes. Bodies were being pulled from buildings down the street.

At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released.

Officials said those killed included a 10-year-old boy, and that 17 of the 26 victims were National Guard troops stationed at the post next to the refinery.

Vice President Elias Jaua, who traveled to the area in western Venezuela, said the authorities tried "to save the greatest number of lives."

Officials said firefighters had largely controlled the fire at the refinery on the Paraguana Peninsula, where flames were still visible on Saturday night after billowing dark smoke all day.

The blast occurred about 1:15 a.m. when a natural gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said.

Images shortly after the explosion showed the flames casting an orange glow against the night sky, and injured survivors on a stretcher and in a wheelchair. The bloodied bodies of victims were loaded onto pickup trucks.

Ramirez said a panel of investigators was being formed to determine the cause of the gas leak. A prosecutor was appointed to lead the investigation and troops were deployed to the area.

While the cause of the disaster remains unclear, some oil workers and critics of Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company.

"We warned that something was going to happen, a catastrophic event," said Ivan Freites, secretary general of a 1,200-member union of oil and natural gas industry workers in Falcon state where the refinery is located. He spoke in a telephone interview from an area near the refinery, where he could see the flames raging in the distance.

The refinery complex's general manager, Jesus Luongo, denied that a lack of maintenance was to blame, saying in the past three years more than $6 billion has been invested in maintaining the country's refineries.

Ramirez said the explosion hit an area of storage tanks, damaging nine tanks.

"All of the events happened very quickly," Ramirez said. "When we got here in the middle of the night, at 3 or 3:30 in the morning, the fire was at its peak."

The oil minister said that supplies of fuel had been cut off to part of the refinery and that firefighters were using foam to extinguish the flames in one of the remaining tanks.

"This regrettable and sad event is controlled, is under control," Ramirez said on television, while plumes of smoke continued to billow.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.

Ramirez said the state oil company Petroleos de Venezuela SA should be able to "restart operations in a maximum of two days."

"We want to tell the country that we have sufficient inventories of fuel. We have 10 days of inventory of fuel," Ramirez said. He said the country's other refineries were operating at full capacity and would be able to "deal with any situation in our domestic market."

An official of the state oil company, known as PDVSA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

In terms of international oil markets, the disaster is not likely to cause much of a ripple, said Jason Schenker, an energy analyst and president of Austin, Texas-based Prestige Economics LLC. Noting that other refinery accidents and shutdowns regularly occur around the world, he said: "There's likely to be relatively limited impact on global crude or product pricing."

"The real tragedy," he said, "is that these events continue to happen, not just in Venezuela but everywhere. It is a dangerous business."

Gustavo Coronel, an energy consultant and former PDVSA executive, called the tragedy "probably the worst one the oil industry has had in many years."

"Accidents happen, of course, although the problem with PDVSA is the inordinate amount of accidents that have taken place during the last years," Coronel said. Considering the overall record, "we are not talking about bad luck but about lack of maintenance and inept management," he said.

The labor leader Freites, who has worked at the refinery for 29 years, said workers had repeatedly alerted state oil company officials to problems that they feared could lead to an accident. "We've been complaining about problems and risks, including fires, broken pipes and a lack of spare parts," Freites said.

One opposition group comprised of former PDVSA employees, Gente del Petroleo, or Oil People, said it could not yet pass judgment on the cause of the explosion. But it but noted there had been ample concerns about lack of maintenance and poor management.

The group said in a statement that since 2003, 79 other serious accidents have been reported at the Paraguana Refinery Complex, collectively killing a total of 19 workers and injuring 67 others.

Opposition leader Henrique Capriles, who is challenging Chavez in the country's Oct. 7 presidential election, expressed condolences to the victims and their families.

"We Venezuelans are one, and we grow in the face of this type of situations," Capriles said.

Bank HSBC probed for money laundering: report

US prosecutors are looking into whether British bank HSBC was involved in laundering money for Mexican drug cartels and moving cash for Saudi Arabian banks with ties to terrorists, The New York Times reported Saturday.

Citing unnamed federal authorities with direct knowledge of the investigations, the newspaper said the investigators were also probing whether HSBC circumvented US law by transferring money through its American subsidiary for sanctioned nations, including Iran, Sudan and North Korea.

Last month, HSBC announced that its Mexico unit had paid a fine totalling 379 million Mexican pesos ($27.5 million) to Mexico's banking regulators for breaching anti-money laundering controls.

Earlier, HSBC apologized and a senior executive resigned after US lawmakers accused Europe's biggest bank of giving Iran, terrorists and drug dealers access to America's financial system.

In a 330-page report, the US Senate found the lender allowed affiliates in countries such as Mexico, Saudi Arabia and Bangladesh to move billions of dollars in suspect funds into the United States without adequate controls.

The report said HSBC's Mexican affiliate "transported $7.0 billion in physical US dollars to HBUS from 2007 to 2008... raising red flags that the volume of dollars included proceeds from illegal drug sales in the United States."

According to The Times, eager to resolve the investigation, HSBC reached out to federal prosecutors in July in hopes of securing a settlement by September.

But officials said a settlement in the next couple of weeks was highly unlikely, the paper pointed out.

UCI asks USADA to explain case against Armstrong

AIGLE, Switzerland (AP) ? The International Cycling Union says it will wait for the U.S. Anti-Doping Agency to explain why Lance Armstrong should lose his seven Tour de France titles before commenting on the case.

The sport's governing body says it wants USADA to "submit to the parties concerned (Mr. Armstrong, WADA and UCI) a reasoned decision explaining the action taken."

The UCI says the World Anti-Doping Code requires USADA to do this in cases "where no hearing occurs."

Armstrong has chosen not to pursue an arbitration hearing where he could have fought charges brought by U.S. anti-doping officials that his teams doped when he won the Tour from 1999-2005.

The UCI and USADA have engaged in a turf war over who had jurisdiction for the case.

NYPD: Spying on Muslims produced no leads, no investigations

In more than six years of spying on Muslim neighborhoods, eavesdropping on conversations and cataloguing mosques, the New York Police Department's secret Demographics Unit never generated a lead or triggered a terrorism investigation, the department acknowledged in court testimony unsealed late Monday.

The Demographics Unit is at the heart of a police spying program, built with help from the CIA, which assembled databases on where Muslims lived, shopped, worked and prayed. Police infiltrated Muslim student groups, put informants in mosques, monitored sermons and catalogued every Muslim in New York who adopted new, Americanized surnames.

Police hoped the Demographics Unit would serve as an early warning system for terrorism. And if police ever got a tip about, say, an Afghan terrorist in the city, they'd know where he was likely to rent a room, buy groceries and watch sports.

But in a June 28 deposition as part of a longstanding federal civil rights case, Assistant Chief Thomas Galati said none of the conversations the officers overheard ever led to a case.

"Related to Demographics," Galati testified that information that has come in "has not commenced an investigation."

The NYPD is the largest police department in the nation and Mayor Michael Bloomberg has held up its counterterrorism tactics as a model for the rest of the country. After The Associated Press began reporting on those tactics last year, supporters argued that the Demographics Unit was central to keeping the city safe. Galati testified that it was an important tool, but conceded it had not generated any leads.

"I never made a lead from rhetoric that came from a Demographics report, and I'm here since 2006," he said. "I don't recall other ones prior to my arrival. Again, that's always a possibility. I am not aware of any."

'Location of concern'
Galati, the commanding officer of the NYPD Intelligence Division, offered the first official look at the Demographics Unit, which the NYPD denied ever existed when it was revealed by the AP last year. He described how police gather information on people even when there is no evidence of wrongdoing, simply because of their ethnicity and native language.

As a rule, Galati said, a business can be labeled a "location of concern" whenever police can expect to find groups of Middle Easterners there.

Galati testified as part of a lawsuit that began in 1971 over NYPD spying on students, civil rights groups and suspected Communist sympathizers during the 1950s and 1960s. The lawsuit, known as the Handschu case, resulted in federal guidelines that prohibit the NYPD from collecting information about political speech unless it is related to potential terrorism.

Civil rights lawyers believe the Demographics Unit violated those rules. Documents obtained by the AP show the unit conducted operations outside its jurisdiction, including in New Jersey. The FBI there said those operations damaged its partnerships with Muslims and jeopardized national security.

In one instance discussed in the testimony, plainclothes NYPD officers known as "rakers" overheard two Pakistani men complaining about airport security policies that they believed unfairly singled out Muslims. They bemoaned what they saw as the nation's anti-Muslim sentiment since the 2001 terrorist attacks.

Galati said police were allowed to collect that information because the men spoke Urdu, a fact that could help police find potential terrorists in the future.

"I'm seeing Urdu. I'm seeing them identify the individuals involved in that are Pakistani," Galati explained. "I'm using that information for me to determine that this would be a kind of place that a terrorist would be comfortable in."

He added, "Most Urdu speakers from that region would be of concern, so that's why it's important to me."

About 15 million Pakistanis and 60 million Indians speak Urdu. Along with English, it is one of the national languages of Pakistan.

Attorney hopes to shut down spy unit
In another example, Galati said, eavesdropping on a conversation in a Lebanese cafe could be useful, even if the topic is innocuous. Analysts might be able to determine that the customers were from South Lebanon, he said, adding, "That may be an indicator of possibility that that is a sympathizer to Hezbollah because Southern Lebanon is dominated by Hezbollah."

After the AP began reporting on the Demographics Unit, the department's former senior analyst, Mitchell Silber, said the unit provided the tip that ultimately led to a case against a bookstore clerk who was convicted of plotting to bomb the Herald Square subway station in Manhattan. Galati testified that he could find no evidence of that.

Attorney Jethro Eisenstein, who filed the Handschu case more than 40 years ago and questioned Galati during the deposition, said he will go back to court soon to ask that the Demographics Unit be shut down. It operates today under a new name, the Zone Assessment Unit. It recently stopped operating out of state, Galati said.

"This is a terribly pernicious set of policies," Eisenstein said. "No other group since the Japanese Americans in World War II has been subjected to this kind of widespread public policy."

Dozens of members of Congress have asked the Justice Department to investigate the NYPD. Attorney General Eric Holder has said he was disturbed by the reports. But John Brennan, President Barack Obama's top counterterrorism adviser, has said he is confident the NYPD's activities are lawful and have kept the city safe.

UN's Syria observer mission ends amid bloodshed

The United Nation's troubled observer mission to Syria has officially ended after being recalled amid escalating violence as world powers fail to agree how to end months of bloodshed in the country.

The mandate of the UN Supervision Mission in Syria (UNSMIS) expired at midnight Sunday after a roughly four-month deployment in which its work was hobbled by growing unrest that has cost tens of thousands of lives.

Created after a UN Security Council resolution in April, a team of some 300 truce monitors was progressively deployed into Syria as part of UN-Arab League envoy Kofi Annan's six-point plan to end the conflict.

It was suspended in June and numbers cut back because of the mounting violence, as both sides violated a ceasefire that was meant to have been the cornerstone of Annan's plan.

The UN mission ended as President Bashar al-Assad made a rare public appearance for the Muslim holiday of Eid and activists staged protests across Syria to rage against the regime.

Assad joined prayers at a Damascus mosque for the Eid al-Fitr festival, his first appearance in a public place since a bomb blast last month killed four top security officials, although he has been seen on television since then.

But despite the religious holiday, his forces were still in deadly action on the ground, shelling several rebel hubs and clashing with opposition fighters in Damascus itself, a monitoring group said.

Six children, one as young as five and including four from the same extended family, were killed by shelling near their home in the rebel-held town of Maaret al-Numan in the northwestern province of Idlib, said the Syrian Observatory for Human Rights.

In all, at least 56 people -- including 22 civilians -- were killed on the first day of Eid, the festival celebrated by Muslims to mark the end of the holy month of Ramadan, the Britain-based group said.

The departing UN observer mission chief on Saturday accused both Syrian army and rebel forces of failing to protect civilians.

"Both parties have obligations under international humanitarian law to make sure that civilians are protected," General Babacar Gaye, head of the UN Supervision Mission in Syria, told reporters in Damascus.

"These obligations have not been respected."

Annan, a former UN secretary general, steps down as international envoy on Syria at the end of this month after complaining about a lack of international support for his six-month campaign to make President Bashar al-Assad and opposition fighters end their hostilities.

The United Nations plans to maintain a political liaison office in Damascus to support the mediation efforts of his successor, veteran Algerian diplomat Lakhdar Brahimi.

Officials have said the liaison office would probably be made up of between 20 and 30 people, including political, humanitarian and military experts.

What began in March 2011 as a peaceful uprising demanding the fall of Assad's regime has grown into a bloody insurgency, after the army and security forces launched a major crackdown across the country.

Syrians joined prayers and staged demonstrations for Eid, taking place for the second year under the shadow of a conflict the Observatory says has now claimed 23,000 lives while the UN gives a death toll of 17,000.

"Eid is here, Eid is here, God curse you, O Bashar," protesters in Qudsaya in Damascus province sang to the tune of Jingle Bells, according to amateur video posted on YouTube.

Meet Matthew Scully, Paul Ryan?s vegan speechwriter

Republican vice presidential nominee Paul Ryan has tapped renowned speechwriter Matthew Scully to assist with campaign communications in the lead up to the GOP convention in Tampa.

The selection of Scully, which was first reported by National Review?s Robert Costa, brings an experienced and widely respected wordsmith into Ryan?s ever-growing orbit. Here are three facts about Scully, how he made his name, and what he brings to the Republican ticket.

1). He knows how to write a speech: After a long tenure as one of George W. Bush?s top speechwriters, Scully was picked to help craft then-Alaska Gov. Sarah Palin?s well-received address to the Republican National Convention in 2008 that helped cement her status as a national star. Informed that Palin was John McCain?s running mate just days before the convention, he wrote much of her speech in a single night.

The speech was met with wild applause by the Republican faithful and moved even future Palin-skeptic Nicole Wallace to tears. ?Jubilant choruses of ?She knocked it out of the park? and ?One of the greatest speeches ever? were heard throughout the room, and some people gave, yes, Obama-style fist bumps,? journalist Robert Draper reported a month after the convention. ?When the tall, unassuming figure of Palin?s speechwriter, Matthew Scully, shuffled into the bar, he was treated to the first standing ovation of his life.?

?You don?t get better than Scully,? his old speechwriting colleague David Frum told The Daily Caller. ?He?s got a wonderful gentleness with his writing style, and I think it?s going to be a very fruitful match [with Ryan] because Ryan of course is a numbers fiend, and he has a great command of the numbers, but most people don?t think in numbers. So Scully will be very helpful in helping Ryan connect in words and images and stories that are less abstract.?

2). He knows how to settle a score: Before the Palin speech, Scully was perhaps best known outside of Washington for his 2006 cover story for The Atlantic eviscerating his old boss, chief Bush speechwriter Michael Gerson. The article paints Gerson as an almost pathological self-promoter who leaked stories to the press and took credit for others? work.

Among the most damning details of Scully?s piece was an anecdote he passed along about one of Bush?s first meetings with his communications staff after the attacks of September 11th, 2001. According to Scully, Bush entered the room and announced, ?We?re at war.? However, when the story surfaced in a Washington Post article written by Bob Woodward, Bush?s statement had changed to ?Mike, we?re at war,? which led Scully to believe that Gerson had been the source of the quote.

Scully also alleged that while the rest of Bush?s writing staff was hidden away crafting an important speech, Gerson, pen and paper in hand, left to meet reporters at a Starbucks and pretend he was its sole author.

?My most vivid memory of Mike at Starbucks is one I have labored in vain to shake,? Scully wrote. ?We were working on a State of the Union address in [speechwriter John McConnell?s] office when suddenly Mike was called away for an unspecified appointment, leaving us to ?keep going.??

?We learned only later, from a chance conversation with his secretary, where he had gone, and it was a piece of Washington self-promotion for the ages: At the precise moment when the State of the Union address was being drafted at the White House by John and me, Mike was off pretending to craft the State of the Union in longhand for the benefit of a reporter.?

Gerson later landed himself a columnist position at The Washington Post.

3. He?s a vegan: Scully wrote a book arguing for the better treatment of animals called ?Dominion: The Power of Man, the Suffering of Animals, and The Call to Mercy.? Raised Catholic like Ryan, Scully believes that The Bible?s injunction for man to ?have dominion? over other species requires us treat all living things with respect, and extends that philosophy to the point of personally abstaining from eating meat, dairy and other animal products.

?I used to walk with him through Lafayette Square, and I remember him feeding the squirrels,? Frum, who shared an office with Scully at The White House, told TheDC. ?He was very wry about it. You know, there?s this famous joke about vegans, ?How do you know the vegan at the dinner party?? And the answer is ?don?t worry, they?ll tell you.? But he was just wry and gentle and never made an issue of it.?

But Scully?s veganism, according to Frum, is shaped by a deep religious sensibility that precludes self-righteous proselytizing and the use of terms like ?animal rights.?

?He?s very funny about it,? Frum said. ?There?s just a deep lack of guile to him. He?s just the most grateful person, with tremendous humor.?

Rover's laser instrument zaps first Martian rock

ScienceDaily (Aug. 19, 2012) ? Today, NASA's Mars rover Curiosity fired its laser for the first time on Mars, using the beam from a science instrument to interrogate a fist-size rock called "Coronation."

The mission's Chemistry and Camera instrument, or ChemCam, hit the fist-sized rock with 30 pulses of its laser during a 10-second period. Each pulse delivers more than a million watts of power for about five one-billionths of a second.

The energy from the laser excites atoms in the rock into an ionized, glowing plasma. ChemCam catches the light from that spark with a telescope and analyzes it with three spectrometers for information about what elements are in the target.

"We got a great spectrum of Coronation -- lots of signal," said ChemCam Principal Investigator Roger Wiens of Los Alamos National Laboratory, N.M. "Our team is both thrilled and working hard, looking at the results. After eight years building the instrument, it's payoff time!"

ChemCam recorded spectra from the laser-induced spark at each of the 30 pulses. The goal of this initial use of the laser on Mars was to serve as target practice for characterizing the instrument, but the activity may provide additional value. Researchers will check whether the composition changed as the pulses progressed. If it did change, that could indicate dust or other surface material being penetrated to reveal different composition beneath the surface. The spectrometers record intensity at 6,144 different wavelengths of ultraviolet, visible and infrared light.

"It's surprising that the data are even better than we ever had during tests on Earth, in signal-to-noise ratio," said ChemCam Deputy Project Scientist Sylvestre Maurice of the Institut de Recherche en Astrophysique et Planetologie (IRAP) in Toulouse, France. "It's so rich, we can expect great science from investigating what might be thousands of targets with ChemCam in the next two years."

The technique used by ChemCam, called laser-induced breakdown spectroscopy, has been used to determine composition of targets in other extreme environments, such as inside nuclear reactors and on the sea floor, and has had experimental applications in environmental monitoring and cancer detection. Today's investigation of Coronation is the first use of the technique in interplanetary exploration.

Curiosity landed on Mars two weeks ago, beginning a two-year mission using 10 instruments to assess whether a carefully chosen study area inside Gale Crater has ever offered environmental conditions favorable for microbial life.

ChemCam was developed, built and tested by the U.S. Department of Energy's Los Alamos National Laboratory in partnership with scientists and engineers funded by the French national space agency, Centre National d'Etudes Spatiales (CNES) and research agency, Centre National de la Recherche Scientifique (CNRS).

NASA's Jet Propulsion Laboratory, a division of the California Institute of Technology, Pasadena, manages the Mars Science Laboratory Project, including Curiosity, for NASA's Science Mission Directorate, Washington. JPL designed and built the rover.

Police release video in Ark. patrol car shooting

LITTLE ROCK, Ark. (AP) ? Police video recorded the night a young man was fatally shot in a northeast Arkansas patrol car while his hands were cuffed behind his back hasn't resolved questions about whether he shot himself in the head as officers said.

Jonesboro police released footage to The Associated Press and other news organizations under a Freedom of Information Act request this week. They released more footage Friday amid questions about why the first batch of video appeared to end before the officers found Chavis Carter, 21, slumped over and bleeding in the back of a patrol car on July 28 as described in a police report. Police have said officers had frisked Carter twice without finding a gun.

The second batch of video occurred after Carter was discovered, police said.

"There's still nothing in there about what actually happened with Chavis," Benjamin Irwin, a Memphis-based lawyer representing Carter's family, said Friday before the second batch of video had been released.

The internal police investigation into the shooting has not yet been completed. The FBI has said it is also monitoring the case.

Sgt. Lyle Waterworth, spokesman for the Jonesboro police, said Friday morning that he hadn't yet seen the video his department released the night before. Hours later, amid questions about the dashboard camera video, he agreed to release more footage that he said occurred after Carter was discovered.

No other dashboard camera video exists, he said, but additional video was retrieved during a forensic exam of Carter's phone. He said that remains part of the active investigation and wouldn't be released yet.

To explain stops in the video, he said the camera system in both patrol cars is controlled automatically with an emergency light bar and siren system.

"After the light bar is turned off the camera system ends its recording," Waterworth said in a statement. He didn't respond to email and phone messages seeking further comment.

The second batch of video begins as what looks like light from a police car flickers on a stretch of road. A dog barks and a white SUV turns around a little ways down the street.

An unseen man curses shortly after he says, "He was breathing a second ago." An ambulance pulls up and someone, perhaps the same man, says, "I patted him down. I don't know where he had it hidden."

Later, someone instructs the others to leave everything as it is.

The video goes on to show an officer cordoning off the area with police tape. Two people can be seen looking on, but they leave after interacting briefly with an officer.

Carter is not shown in that video.

The first batch of video begins when an officer pulls up to a white pickup truck on a dark street in Jonesboro, about 130 miles northeast of Little Rock. He talks to the driver, Carter and another passenger. Police say the officer stopped the truck after someone reported a suspicious vehicle driving up and down the road.

Another officer arrives and searches Carter, who police say initially gave a different name. The officer doesn't appear to find a gun as he pats Carter down, though something else falls to the ground as the officer shines a flashlight toward Carter.

The officer leads Carter, who is not yet handcuffed, toward the patrol cars and then out of the frame. A police report said Carter was placed in the second patrol car without handcuffs, though the video doesn't show that.

Meanwhile, the other officer searches the driver and remaining passenger, who then stand in front of the first patrol car. The officer who searched Carter asked them where the rest of the marijuana was because he found some on Carter.

The driver and other passenger are handcuffed and led out of the frame, too.

Eventually, they appear without handcuffs and the officers let them leave.

They keep Carter, who had an arrest warrant out of Mississippi. Court records show it had to do with a drug-related case.

The video ends after the truck drives away and the officers talk about leaving.

"See ya later," one of the officers says. It sounds like he opens the car door and then the audio cuts out. The police car's blue lights continue to flash for several seconds, lighting a nearby bush.

Carter was shot in the head, though police have refused to give more specifics.

Police said in a statement that they're still waiting on a complete autopsy report, forensics and toxicology results from the state crime lab.

Kovar's body was found by authorities on Friday morning at a friend's house in Chicago, with blood was reportedly coming out of his mouth and nose and with the friend, Stacey Achterhof, saying Joey showed up at her residence high on cocaine.

But David Kovar tells The Chicago Tribune that his brother has been clean for six months and, as an aspiring actor, was excited about a new project.

"Everyone is in shock right now. He seemed fine, he was happier and he was doing better," Kovar said. "Everything was going very well. The very, very last thing that our family is suspecting is drugs."

Kovar was the father of a three-year old son and two-year old daughter.

Autopsy results have proven inconclusive and toxicology reports will be back in a few weeks.

Motorola has finally started their bootloader unlocking program, but it's not yet complete. The process, which Moto promised we'd have in late 2011, looks very similar to the way HTC and ASUS are going about it. You'll register , read through all the warnings telling you not to unlock your bootloader, and use the Android SDK and fastboot to OEM unlock the phone with a key. 

We've no problem with this method. Having people familiar with the tools used to do the deed before letting them do something as important -- and dangerous -- as unlocking the bootloader on their phone is a good thing. Like HTC's tool, we're going to assume that this doesn't give you a full unlock, where radios and other proprietary things can be fooled with. We're OK with that too. Files we're not legally allowed to distribute or hack at are off limits, which makes carriers feel better. Besides, it's pretty simple to work around if you just have to have access.

The one little issue here is that no devices are listed as unlockable just yet. You'll find a link to the supported device list, which asks you to sign up then gives you an error page. We're hoping that this is just a work-in-progress sort of thing and the list will get fuller shortly. Of course, this will all be at the carrier's discretion, so there's a good chance your RAZR MAXX won't ever be listed. Like many of you, we'll be keeping a close eye on this one.

I am glad people express their love, but everyone does not need to hear.

I am sorry you were told wrong.

Expressing your love or desires in front of millions of people means no more than picking up the phone.

If you are one of those people who are impressed by this then you need a big dose of reality.

You do have to take my word so I will give you some points to consider.

First of all, social media updates are free. ?

It does not cost anything but time to post an update.

Social media friends are not your real ?friends?.

You wonder why no one responds to your updates, because they do not know you.

People who are familiar with you or your topic will respond to your updates because they feel a connection to you through work, school, friendship, family, or a similar interests.

I am not being too hard, because I respond to total stranger?s updates.

Here are some update annoyances.

?You are my Queen?, ?Doing Me?, ?I am getting it?, popular song quotes, pathetic poetry, etc.

Are you kidding me!!!

Who is your Queen; if someone is that important to you call them and tell them because social media ruins the romance.

Updates to avoid.

People please do not ask anyone to marry you online.

Stop saying how much you dislike someone.

If you are tired of dealing with someone, be a mature adult and tell them.

Let me be the first one to say I do not care about your hate.

People hate each other more when they are publicly disrespected.

I think you get the point, but I have to go back to expressing love because my friend said something funny.

GPC?s interim president works to steer college through rough financial waters

Like many institutions of higher learning, Georgia Perimeter College is facing significant financial challenges, but interim President Rob Watts wants to assure prospective students and the community at large that, in spite of the difficulties, it?s business as usual at the college.

?We had to make some difficult and painful cuts to get the college back on track financially,? Watts explained, ?and unfortunately, this has meant reducing staff. Ninety percent of the cost of running a college is personnel, so there?s no way to significantly cut costs without cutting personnel. We want people to know that all of our academic programs are still being offered and classes are still being taught by fully qualified instructors.?

Watts has been serving as interim president since May, when GPC President Dr. Anthony Tricoli resigned following the discovery of an approximately $16 million budget shortfall for fiscal year 2012.

Watts, who once before served as GPC?s interim president, said the institution, is very close to his heart and coming back is like coming home. He noted that under university system rules interim presidents are not candidates for the permanent position. ?I?m here to get the place in the best shape possible for the new president when one is selected,? he said.

To assure that none of GPC?s academic programs suffer, class sizes have increased slightly??We?re talking about two or three more students per class,? he said. Also, some administrative people are now teaching.

?That includes me,? Watts said. ?I haven?t taught in a classroom in 30 years. I?m more nervous about that than about being president.?

Watts said that small classes are one of many reasons students may choose to enroll at GPC rather than one of the many four-year institutions in the University System of Georgia. ?We just don?t have any 200-seat lecture halls,? he said. ?And we don?t have situations where a graduate student fills in for the professor. We have a well-deserved reputation for academic and instructional excellence, and that hasn?t changed.?

He added that many students are attracted to the lower tuition rates. ?Our rates have gone up?they have for all state schools?but ours still are quite affordable compared to rates at most four-year institution,? Watts said.

The interim president added that the school?s flexibility, with many classes in the evenings and online, works well for non-traditional students who may have families to care for and full-time jobs. ?The average student age is just under 25 and we have many older students,? said Watts, who added the college had a large number of international students.

Because GPC?s admission requirements are not as stringent as those at the system?s four-year colleges, some students 90 there to bring their academic qualifications up before moving on to a four-year institution. Watts compared GPC to Hartsfield-Jackson Airport. ?For some it?s a point of departure, for some a final destination and it?s a tremendous transfer hub,? he said.

GPC focuses on instructional excellence, and it works, he said. ?Our students are very well prepared when they leave here whether they are going on to another institution of starting a career.?

Watts said he has seen a tremendous amount of growth and change since he first came to GPC in 1986, when the school was 22 years old and had slightly fewer than 8, 800 students. With a current enrollment of almost 27,000 students, GPC is the largest associate degree-granting college and the third largest institution in the University System of Georgia.

Like two-thirds of the institutions in the University System of Georgia, GPC is anticipating a slight drop in enrollment next year because of new remedial education requirements. ?Approximately 2,500 students enrolled this year would not have been eligible under next year?s standards. So we are likely to see enrollment decrease by that much,? Watts said.

He said he looks forward to good things ahead for GPC as it initiates its first four-year, bachelor-degree programs with plans for many more such programs.
